Who can apply
Any nationality. You must work remotely, using information and communication technology, for an employer or clients outside Brazil and have no employment or paid service relationship with a Brazilian entity. The New York consulate notes the visa is for employees and contractors, not for business owners.
What you need
- Receipt of the online visa application (RER) with photo and signature
- Passport valid for the trip with at least two blank pages
- Declaration by the applicant attesting the ability to carry out the professional activity remotely by information and communication technologies
- Employment contract or service contract (or other documents) proving the link with the foreign employer or clients, on letterhead and signed where the consulate requires
- Proof of means of subsistence from a foreign source of at least US$1,500 a month, or a bank statement showing at least US$18,000
- Health insurance valid in Brazilian territory
- Criminal-record certificate from your country of origin (or equivalent, for example an FBI check issued within three months for US applicants)
- Birth certificate or passport page showing your parents' names, apostilled where issued abroad
- International certificate of immunisation (yellow fever) when ANVISA requires it, and proof of transport into Brazil
Income proof: Stated in US dollars in RN 45/2021 (article 5) and on consulate pages: proof of means of subsistence from a foreign source of at least US$1,500 a month, or a bank balance of at least US$18,000. Shown with pay slips, invoices and bank statements.
Family: RN 45/2021 covers only the nomad. A spouse, partner or children apply for a family-reunion temporary visa (VITEM XI) or residence authorisation based on their link to you once you hold the nomad residence.

How to apply
Consulate, then in the country. At the Brazilian embassy or consulate for your place of residence, after completing the online form on the e-Consular / Formulário MRE system; or, if you are already in Brazil, to the Ministério da Justiça e Segurança Pública through MigranteWeb for a residence authorisation.
- Complete the visa application on the MRE online form (formulario-mre.serpro.gov.br), upload your photo and signature and print the receipt (RER).
- Prepare the three nomad proofs: a declaration (notarised at some consulates) that you can perform your work remotely, the employment or service contract with the foreign employer or clients, and proof of US$1,500 a month or US$18,000 in the bank.
- Book the consular appointment, attend with your passport, criminal-record certificate, health insurance valid in Brazil, proof of residence in the consular district and the fee payment, in the number of copies the consulate asks for.
- Collect the VITEM XIV and travel to Brazil; the visa grants an initial residence of up to one year.
- Within 90 days of arrival, register with the Polícia Federal, pay the R$204.77 card fee and receive the CRNM; renew before expiry under article 6 of RN 45/2021.
After you arrive
Renewal: The visa and the residence it confers run for up to one year. Article 6 of RN 45/2021 allows renewal for an equal period on presenting the nomad documents, a clean criminal record and your CRNM card; the resolution does not set a cap on renewals.
Residence: RN 45/2021 provides only renewals of the one-year residence and no conversion to indefinite residence. Time spent as a registered resident does count as residence for Brazilian naturalisation (four years under the Migration Law), but that is a separate process and the authority does not describe the nomad permit as a residence track.
Taxes
Holders of a temporary visa without a Brazilian employment contract become tax residents after 183 days of presence in any 12-month period, after which worldwide income is taxed at progressive rates up to 27.5 percent, with monthly carnê-leão filing on foreign income. Before that you are a non-resident taxed only on Brazilian-source income.
In practice
- Article 2 of RN 45/2021 says nomad activities may also be carried out as a visitor within the visa-free or visit-visa limits of your nationality, so short stays do not need the VITEM XIV.
- Consulate practice differs: Lisbon asks for a notarised declaration and proof of local residence, New York for an FBI check and a birth certificate; read your own consulate's page before booking.
- Register with the Polícia Federal within 90 days of arrival; without the CRNM you cannot open a bank account or get a CPF-linked lease easily.
- Rio de Janeiro, São Paulo and Florianópolis have the largest coworking and nomad communities; Florianópolis is the country's tech hub with the best beach-to-office ratio.
For your passport
Choose your passport in the ranker and the notes that apply to you move to the top.
- EU, EEA, CH, GB, JP, NZ:Visa-free for 90 days (extendable to 180 in a year) for tourism, which you can use to scout; the VITEM XIV itself is applied for at a consulate, or in Brazil via the MJSP residence route.
- US, CA, AU:Need an e-visa for visits since April 2025, and pay a higher reciprocity fee for consular visas (US$290 for US citizens in New York). Apply for the VITEM XIV at your consulate before travelling.
- AR, UY, PY, CL, BO, CO, EC, PE:MERCOSUR and associated-state nationals can instead use the two-year MERCOSUR residence agreement, which leads to permanent residence and does not require the income proof.
- All other passports:Apply at the Brazilian consulate for your country of residence; the US$1,500 rule is the same for everyone, and visit-visa requirements for scouting depend on your passport.
