Who can apply
Any foreign national legally present in Albania who has a valid employment contract with an employer abroad or a service contract with a client abroad for work done without fixed premises using information-technology tools. Nationals who need a visa for Albania request the type D visa for digital mobile workers in the same e-Albania application.
What you need
- e-Albania application form for the unique permit, printed and signed, with photo
- Valid passport (copy uploaded, original presented later)
- Valid employment contract with an employer outside Albania or service contract with a foreign client, showing the work is done remotely with IT tools
- Proof of sufficient income for yourself and any dependants (bank statements, payslips or invoices)
- Proof of accommodation and address in Albania (rental contract or host declaration)
- Health insurance policy valid in Albania for at least one year
- Criminal-record certificate from your country of origin and from your country of residence, legalised and translated
- Two passport photos taken in the last six months and the fee payment mandate
Income proof: The law itself sets no figure. The implementing decision (DCM 858/2021, most recently amended by DCM 240 of 1 April 2026) fixes the proof of means, and we could not retrieve its text from an official page; the Ministry of Interior guidance page was behind a bot check. Third-party summaries cite income at or above the national minimum wage (ALL 50,000 a month in 2026) or a bank deposit of ALL 300,000 for the year; treat these as unconfirmed. The dataset's old figure of US$387 a month is not an official number.
Family: Family members of a permit holder can apply on e-Albania for residence permits for family reunification with a foreigner who holds a valid Albanian residence permit; the law requires the sponsor's income to cover dependants.

Taxes
You become an Albanian tax resident after 183 days in a tax year and are then taxed on worldwide income; employment income is taxed at progressive rates and self-employment income under the business-income rules. Albania's foreigner rules announced a first-year exemption for digital mobile workers, but we could not confirm it on an official page, so budget for tax from day one.
In practice
- The route is dedicated and in force: Law 79/2021 art. 68 (amended June 2025) creates the permit and e-Albania accepts applications under the motive Lëvizës Digital, so it is treated as a digital nomad visa.
- You must be legally in Albania when the permit is granted; visa-free nationals enter first, while visa-required nationals get the type D visa approved by the Ministry for Europe and Foreign Affairs inside the same application.
- Albania's unique-permit rules change often (DCM 858/2021 has been amended more than ten times, most recently on 1 April 2026); check the e-Albania service page for the current document list and fee before applying.
- Tirana is the only sizeable city; Albania is outside the EU and Schengen, so the permit gives no travel rights elsewhere.
