## Who can apply

Any foreign national who will carry out activity remotely from Uruguay for entities based abroad, as an employee or self-employed. Nationals who need a visa to enter Uruguay must hold a valid one; everyone applies after entering as a tourist.

## What you need

- Copy of the identity document (passport) with which you entered or will enter Uruguay
- Sworn declaration on the DNM's reference template, signed with the signature shown on your identity document, declaring your remote work for entities abroad and sufficient means of support
- Proof of payment of the 55.71 UI fee (paid from inside Uruguay)
- For the renewal: criminal-record certificates with national scope from every country where you lived six months or more in the last five years, apostilled or legalised and translated (Brazilian documents need no translation), for applicants aged 18 or over
- For the renewal: vaccination certificate issued by a Uruguayan vaccination centre showing you meet the national schedule (Decreto 136/2018)
- For the renewal: a new sworn declaration on the same template

Income proof: No income threshold. The only financial requirement is a sworn declaration, on the DNM's template, that you have the means to support yourself during the stay; no bank statements or minimum amount are published for this permit or for the residencia temporaria it leads to.

Fee: The gub.uy trámite lists a cost of 55.71 UI, payable only from inside Uruguay. One UI was UYU 6.6532 on 2026-10-04 (INE), giving UYU 370.65, converted at the Banco Central del Uruguay interbank rate of UYU 40.342 per US dollar on 2026-10-02. The renewal and the vaccination certificate are charged separately.

Processing: The DNM does not publish a decision time. Once the online application is approved you receive an email and collect the Hoja de Identidad Provisoria at the Dirección Nacional de Identificación Civil.

## How to apply

In the country. Online on gub.uy ('Hoja de identidad provisoria', option nómada digital) after entering Uruguay as a tourist, using a gub.uy account or digital ID (Abitab, TuID); the fee cannot be paid from abroad and the document is issued by the Dirección Nacional de Identificación Civil in Montevideo or departmental offices.

1. Enter Uruguay as a tourist (with a visa if your nationality needs one) and create a gub.uy user account or digital identity.
2. Start the 'Hoja de identidad provisoria' trámite online, choose the nómada digital option and upload a copy of the identity document you entered with.
3. Download the DNM's sworn declaration template, sign it with the same signature as your identity document, stating that you work remotely for entities abroad and have means to support yourself, and upload it.
4. Pay the 55.71 UI fee through the online payment options and wait for the approval email.
5. Collect the Hoja de Identidad Provisoria at the Dirección Nacional de Identificación Civil; before 180 days end, file the renewal with apostilled criminal-record certificates and a Uruguayan vaccination certificate, or apply for temporary or permanent residence.

## After you arrive

Stay and renewal: The permit covers stays of less than 180 days and can be renewed once for another 180 days (article 8 of Decreto 394/009 as amended by Decreto 238/022). To stay longer you apply for temporary residence (6 months to 2 years, extendable) or permanent residence.

Residence: The provisional identity sheet is not a residence; time on it does not count toward residence. Uruguay's temporary residence (residencia legal temporaria) and permanent residence are separate applications open to any nationality, and MERCOSUR nationals can apply for permanent residence directly.

Family: The permit has no dependant category; a spouse or children apply for their own Hoja de Identidad Provisoria if they also work remotely, stay as tourists, or apply for residence. Family members of a resident can apply for residence by family link.

Taxes: You become a Uruguayan tax resident after 183 days in a calendar year or by having your centre of vital or economic interests there. Uruguay taxes work income for services performed in Uruguay even when the payer is abroad, so a resident nomad's salary can fall under IRPF; new tax residents may opt for an eleven-year holiday on foreign capital income, which does not cover salary. Take advice.

## In practice

- Uruguay publishes no income threshold for this permit, only a sworn declaration, so Nostos shows no minimum income for it; the permit is real, cheap and open.
- You must be in Uruguay to apply and pay; the form cannot be completed or paid from abroad.
- Most nationalities enter visa-free for 90 days, extendable once at the DNM, which covers the time to obtain the permit.
- Montevideo has reliable fibre and a growing tech sector; Punta del Este is seasonal, with rents rising sharply from December to February.

## By passport

| Passports | Note |
| --- | --- |
| EU, EEA, CH, GB, US, CA, AU, NZ, JP | Visa-free entry for 90 days; apply online once in Uruguay. The same sworn declaration suffices, with no income figure. |
| AR, BR, PY, CL, BO, CO, EC, PE, VE, GY, SR | MERCOSUR and associated-state nationals can skip the nomad permit and apply directly for permanent residence (residencia permanente Mercosur). |
| All other passports | If your nationality needs a visa for Uruguay, obtain it under Decreto 356/18 before travelling; the nomad permit is then requested online after entry. |
