## Who can apply

Third-country nationals (not EU or EEA citizens) who are employed, work under a civil-law contract for a business based outside Slovenia, or are self-employed abroad, and do all their work remotely using information and communication technology. They must not enter the Slovenian labour market. EU, EEA and Swiss citizens register locally instead.

## What you need

- Completed application form for a temporary residence permit (purpose: digital nomad) with a passport photo
- Valid passport, with validity at least three months beyond the intended stay
- Employment contract or civil-law contract with a business based outside Slovenia, or proof of self-employment registered abroad, showing the work is done remotely
- Proof of monthly funds of at least twice the Slovenian average net salary (bank statements, payslips or invoices)
- Health insurance covering at least emergency medical care in Slovenia
- Criminal-record certificate from your country of origin, not older than three months, legalised and translated into Slovenian
- Proof of accommodation in Slovenia if requested by the administrative unit
- Receipt for the administrative fee (EUR 102 at a consulate or EUR 50 in Slovenia)

Income proof: Monthly funds of at least twice the average monthly net salary in Slovenia, calculated from the average gross salary most recently published in the Official Gazette; any lawful source of income counts. SURS reported an average net salary of EUR 1,695.34 for July 2026 (published 22 September 2026), so the threshold is about EUR 3,391 and moves with each monthly release. Converted at the ECB reference rate of 2026-10-02 (US$1.1225 per euro).

Fee: Administrative Fees Act tariff: EUR 102 for a first residence permit applied for at a Slovenian diplomatic mission or consulate (tariff 61), or EUR 50 for a temporary residence permit decided by an administrative unit in Slovenia (tariff 15), plus a small charge for producing the biometric permit card. The USD figure is the consular route.

Processing: The Ministry of the Interior has not published a target time for digital-nomad permits; administrative units decide residence permits under the general administrative-procedure deadlines, and consular applications add forwarding time. Expect weeks to a few months.

## How to apply

Consulate, then in the country. Any Slovenian diplomatic mission or consular post abroad; foreigners already residing legally in Slovenia can file at any administrative unit (upravna enota) in Slovenia.

1. Confirm you qualify: your employer or clients are based outside Slovenia, all work is done remotely, and your monthly funds are at least twice the Slovenian average net salary (about EUR 3,390 in 2026).
2. Collect the general ZTuj-2 documents: valid passport, health insurance covering at least emergency care in Slovenia, proof of funds, criminal-record certificate from your home country, and your remote-work contract or proof of self-employment abroad, translated and certified where required.
3. File the application for a temporary residence permit for digital nomads at a Slovenian consulate (or at an administrative unit if you are already legally in Slovenia), give fingerprints and pay the administrative fee.
4. Wait for the administrative unit's decision; the permit is issued as a biometric card for up to one year, collected in Slovenia or through the consulate.
5. After arrival, register your temporary address at the administrative unit; to stay beyond the year, switch to another permit type or wait six months and reapply.

## After you arrive

Stay and renewal: Issued for up to one year and cannot be extended. A new digital-nomad permit can be requested six months after the previous one expires. During the permit's validity you may instead apply for a different type of temporary residence permit (for example for employment) if you want to stay on.

Residence: The permit is deliberately short and non-extendable, with a six-month gap before a new one, so it does not build the five years of continuous residence Slovenia requires for a permanent residence permit. Switching to another permit type during its validity would start a normal residence path.

Family: Family members may join a digital nomad immediately under a more favourable family-reunification regime, with no waiting period tied to how long you have lived in Slovenia or to the permit's validity. They apply for their own temporary residence permits for family reunification.

Taxes: Spending more than 183 days in Slovenia in a calendar year, or having your centre of personal and economic interests there, makes you a Slovenian tax resident, taxable on worldwide income at progressive rates of 16% to 50%. Shorter stays are generally taxed only in your home country, subject to any double-tax treaty.

## In practice

- The permit is new: the amendment to the Foreigners Act (ZTuj-2) brought it into force on 21 November 2025, and consular practice on documents is still settling, so ask the consulate for its checklist before booking.
- No extension is possible; plan either a one-year stay, a switch to another permit (for example employment) before it expires, or a six-month break before reapplying.
- The income threshold is tied to the latest average net salary published by SURS and rises a little most months; show a comfortable margin above EUR 3,400.
- Ljubljana is the only large city and the natural base; Slovenia is in Schengen, so the permit allows 90-in-180-day travel across the area.

## By passport

| Passports | Note |
| --- | --- |
| EU, EEA, CH | You do not need this permit. Register your residence at an administrative unit within three months of arrival to obtain a registration certificate. |
| US, GB, CA, AU, NZ, JP | Visa-free for 90 days in Schengen, which lets you scout Slovenia, but the permit application is normally filed at a Slovenian consulate in your country of residence; if you are legally in Slovenia you may file at an administrative unit. |
| All other passports | Apply at the Slovenian diplomatic mission or consulate responsible for your country; the income rule is the same for every nationality. Slovenia has few consulates, so check which mission covers you. |
